To start off, one must go press Windows + G to open the Game Bar. Once you do that, click Settings on the top part of your screen (the gear next to the mouse). Once you do that, a giant black box should show up. Find 'Party Chat', and click that. Once you do that, modify your input and output audio to get what you want. Check the party chat volume for each person in your party. Press the Xbox button to open the guide, and then select Parties & chats. Select the party to expand the party roster, choose the person you want to check, and then verify that their volume slider is at a level that you can hear. First up you'll need the Xbox Beta app, which Microsoft uses to test 'new capabilities'.
There's no word on when this will roll out to the standard Xbox smartphone app, which is also available for iPhone.
The idea behind it makes perfect sense, though. There are plenty of Microsoft games for smartphones - not least Minecraft, which offers cross-platform play between Android, iPhone, Windows and Xbox One. Why shouldn't people playing together from a mobile device be able to party chat at the same time?

And, even if you're playing on an Xbox, it might be useful to chat via your phone using a headset which might otherwise not work with your console.
